Fealsúnacht na Scoile

Bunaíodh Gaelscoil Míde i 1981 agus tá oideachas iomlán an pháiste trí mheán na Gaeilge mar phríomhaidhm againn.  Tá an scoil faoi phatrúnacht an Ardeaspaig Chaitlicigh, agus feidhmíonn an scoil faoi ghnáthrialacha na Roinne Oideachais agus Scileanna.  Curaclam páiste-lárnach atá i bhfeidhm a aithníonn luach agus éagsúlacht gach páiste agus a chuireann ar a chumas an fhorbairt iomlán is dual dó/di a dhéanamh mar pháiste, agus ina s(h)aol sa tsochaí.  Tá sé mar aidhm againn timpeallacht shuaimhneach a chruthú ina ndéantar cúram d’fhorbairt intleachtúil, fhisiciúil, chultúrtha, mhorálta, spioradálta, shóisialta agus mhothúchánach an pháiste.  Déantar dea-luachanna Críostúla a chothú.   Creidimid go bhfuil comhoibriú, dea-bhéasaí agus dea-iompar riachtanach d’éifeacht na scoile agus d’fhorbairt agus dul chun cinn na bpáistí.  Spreagtar páistí i ngach gné den chultúr Gaelach—teanga, cluichí, ceol, damhsa agus traidisiúin.  Tá rannpháirtíocht agus tacaíocht na dtuistí mar chuid thábhachtach de shaol na scoile.

Is córas lántumtha atá i bhfeidhm sa scoil agus ní thosaítear ar an Bhéarla a theagasc go dtí go mbíonn an páiste sna Naíonáin Shinsearacha (tar éis na Samhna).

Is scoil aon sraithe do bhuachaillí agus do chailíní í Gaelscoil Míde. Tá rang amháin againn ar gach leibhéal ó Naíonáin Shóisearacha go Rang 6.  Ta Rang 1 roinnte ina dhá leath faoi láthair le múinteoir ag gach leath.  Tá dháréag múinteoirí ar fhoireann na scoile; naonúr múinteoirí ranga, beirt mhúinteoirí tacaíochta foghlama (roinntear duine acu le scoil eile) agus príomhoide riaracháin.
Braitheann an scoil go príomha ar acmhainní agus deontais ón Roinn Oideachais agus Scileanna agus feidhmíonn sí laistigh de rialacha na Roinne sin.  Is i gcomhthéacs an tsoláthair a dhéanann an Roinn a chuirtear polasaithe na scoile i bhfeidhm.  Is iad na cláir churaclaim mar atá leagtha amach ag an Roinn Oideachais agus Scileanna a leantar sa scoil.  D’fhéadfadh leasaithe teacht ar na cláir sin ó am go chéile de réir Ranna 9 agus 30 den Acht Oideachais (1998).

Cuirtear fáilte roimh gach páiste go Gaelscoil Mide, is cuma cén cúlra teanga, sóisialta, náisiúntachta nó creidimh atá acu.  Bunaíodh Gaelscoil Mide le freastal a dhéanamh ar thuismitheoirí an cheantair a bhí ag éileamh bunoideachais lán-Ghaeilge dá bpáistí.  Tugtar tosaíocht sa scoil dá bhrí sin do pháistí atá á dtógáil le Gaeilge agus do pháistí a bhfuil líofacht sa Ghaeilge ag tuismitheoir amháin ar a laghad.

Aithnítear cearta tuismitheoirí a bpáistí a chlárú ina rogha scoile, ach tá Bord Bainistíochta na scoile freagrach freisin as cearta phobal na scoile trí chéile, agus go háirithe cearta pháistí na scoile atá cláraithe cheana féin.  Éilíonn sé seo breith chóir chothrom faoi réir ag prionsabail an dlí nádúrtha ag cur leas na bpáistí ar fad san áireamh.  Ag tacú leis an scoil i gcúinsí den chineál seo tá sé de cheart ag an mBord Bainistíochta uasmhéid na bpáistí in aon rang ar leith a leagadh síos.

Modh cláraithe do Naíonáin Shóisearacha

Glacfar le páistí i rang na Naíonáin Shóisearacha a bheidh ceithre bliana d’aois faoin chéad lá Mean Fómhair.

Foirmeacha iarratais

Beidh foirmeacha iarratais ar fáil ón scoil nó ó www.gaelscoilmide.ie.   Iarrfar ar na tuismitheoirí/caomhnóirí an fhoirm iarratais a líonadh agus í a sheoladh ar ais chun na scoile. Clárófar ainm an pháiste ar liosta na bliana cuí. Seolfar litir chuig na tuismitheoirí/caomhnóirí ag rá leo go bhfuil ainm a bpáiste ar liosta na n-iarratasóirí don bhliain chuí agus go mbeifear i dteagmháil leo arís i mí na Nollag sula dtosóidh an bhliainghrúpa sin ar scoil. Ní hionann foirm iarratais comhlánaithe agus dearbhú go mbeidh áit ar fáil sa scoil.
I mí na Nollag na bliana cuí seolfar litir agus foirm iarratais eile chuig gach duine atá ar liosta na            
n-iarratasóirí don scoil bhliain dar gcionn. Iarrfar ar thuismitheoirí/chaomhnóirí an fhoirm nua a líonadh agus í a sheoladh ar ais chun na scoile (roimh dháta ar leith) más spéis leo fós áit a lorg dá bpáiste sa scoil.  Cinnteoidh sé seo go mbeidh eolas cothrom le dáta ag an Bhord Bainistíochta agus áiteanna á ndáileadh.  Ní ghlacfar le foirmeacha i ndiaidh an dáta seo. Is iad na foirmeacha cothrom le dáta a úsáidfear agus áiteanna á ndáileadh ar pháistí.  Iarrfar ar thuismitheoirí/chaomhnóirí Teastas Breithe agus Teastas Baiste (más ann dó) a sheoladh ar ais leis an fhoirm seo chomh maith.  Caithfear bunchóipeanna de na cáipéisí seo a sholáthar; ní ghlacfar le cóipeanna.
NB:  Tá sé de dhualgas ar thuismitheoirí/chaomhnóirí nach bhfaigheann an fhoirm teagmháil a dhéanamh leis an scoil roimh an 15ú Nollaig.

Dáileadh na n-áiteanna

Déanfaidh Bord Bainistíochta na scoile cinneadh maidir leis an líon daltaí a nglacfar leo i Rang na Naíonán Sóisearach ó bhliain go bliain.  Agus an cinneadh seo á dhéanamh, cuirfidh an Bord na sonraí seo a leanas san áireamh: líon iomlán na ndaltaí atá cláraithe sa scoil, treoracha atá leagtha síos ag an Roinn Oideachais agus Scileanna maidir le méid na ranganna nó soláthar foirne, agus/nó aon choinníollacha eile a bhaineann le cóiríocht, ar nós spáis fhisiciúil nó sláinte agus leas na bpáistí. Tairgfear áiteanna sa scoil i mí Eanáir/Feabhra.

Tabharfar tús áite (san ord thíos luaite):  

1. do pháistí atá á dtógáil le Gaeilge agus dóibh siúd a bhfuil nó a raibh siblíní acu sa scoil cheana, agus do pháistí múinteoirí buana atá ar fhoireann na scoile faoi láthair.[Féach nóta (i) .]

2. do pháistí a bhfuil Gaeilge líofa ag ar a laghad tuismitheoir amháin. [Féach nóta (ii).]

3. do pháistí atá ag freastal ar Naíonra Gaelach.

4. Do pháistí eile san ord inar cláraíodh iad.

Nótaí ar na critéir:
(i)    Is í an tuiscint atá ag an mBord Bainistíochta ar páistí atá á dtógáil le Gaeilge ná páistí a bhfuil an Ghaeilge mar theanga theaghlaigh acu agus atá líofa sa teanga.  Is ar thuismitheoirí/ an tuismitheoir a bheidh an fhreagracht a thaispeáint go bhfuil a gcuid páistí á dtógáil le Gaeilge.Tá sé de cheart ag an mBord Bainistíochta agallamh a chur ar thuismitheoirí a mhaíonn go bhfuil a bpáistí á dtógáil le Gaeilge acu, maraon leis an bpáiste a bheadh ag lorg áite sa scoil.
(ii)    ‘Is í an tuiscint atá ag an mBord Bainistíochta ar líofacht ná go bhfuil an Ghaeilge ar a thoil/a toil ag an tuismitheoir agus go bhfuil sé ar a chumas/a cumas comhrá líofa agus a ghnó/a gnó a dhéanamh trí mheán na Gaeilge. Tá sé de cheart ag an mBord Bainistíochta agallamh a chur ar thuismitheoirí chun líofacht Gaeilge a mheas.

Sa chás go mbíonn níos lú áiteanna ar fáil i gcatagóir 1 ná mar atá ainmneacha ar an liosta, is de réir dáta breithe a dháilfear na háiteanna. Cuirfear páistí sa chatagóir seo nach bhfaigheann áit sa bhliain chuí san áireamh an bhliain dar gcionn agus áiteanna a ndáileadh.
Sa chás go mbíonn níos lú áiteanna ar fáil i gcatagóirí 2 nó 3 ná mar atá ainmneacha ar an liosta, is ar bhonn crannchuir a dháilfear na háiteanna.

Déanfar na háiteanna sa scoil a thairiscint i mí Eanáir/Feabhra na scoilbhliana cuí.
Iarrfar ar thuismitheoirí/chaomhnóirí an fhoirm ghlactha a sheoladh ar ais roimh dháta ar leith.
Muna bhfaightear an fhoirm ghlactha roimh an dáta sin, tairgfear an áit do pháiste eile.

Liosta feithimh

Nuair a bhíonn na háiteanna ar fad líonta, cuirfear ainmneacha na bpáistí eile ar liosta feithimh in ord. Má bhíonn folúntas ann ina dhiaidh sin tairgfear an áit don pháiste atá ag barr an liosta feithimh.
Ní ghlacfar le páistí i rang na Naíonán Sóisearach i rith na scoilbhliana ach sa chás go bhfuil siad ag bogadh isteach sa cheantar ó Ghaelscoil eile agus go bhfuil spás sa rang.

Cruinniú eolais

Tionólfar cruinniú eolais i mí Bealtaine do thuismitheoirí Naíonáin Shóisearacha na scoilbhliana dar gcionn. Tá sé riachtanach go mbeidh tuismitheoir amháin ar a laghad as gach clann i láthair.

Clárú i ranganna seachas na Naíonáin Shóisearacha

Is féidir glacadh le páiste i ranganna seachas na Naíonáin Shóisearacha. Cuirfear clárúchán iomlán na scoile agus líon na bpáistí sa rang san áireamh agus an cinneadh á dhéanamh. Is de réir na gcritéar seo a leanas a dhéanfar an cinneadh:

•    an páiste a bheith ag bogadh isteach i gceantar na scoile
•    spás a bheith ar fáil sa rang atá i gceist
•    an dalta a bheith ag aistriú ó Ghaelscoil eile nó ó scoil Ghaeltachta
•    Gaeilge líofa a bheith ag an bpáiste
•    má shíleann an Príomhoide/Bord Bainistíochta cumas Gaeilge an pháiste a bheith sásúil.

Méid na Ranganna 

Ceaptar múinteoirí do Ghaelscoil Míde de réir an ‘Sceideal de Chlárú Daltaí’ atá ag an Roinn Oideachais agus Scileanna ag an am.  Dé réir Imlitir 20/07 tá an Sceideal leagtha amach le cinntiú go mbeidh thart ar 27 dalta (ar an meán) sa ghnáthrang sa bhunscoil.
Is é polasaí Ghaelscoil Míde de réir na dtéarmaí atá leagtha síos in Imlitir 20/07, a chinntiú go mbeidh an líon daltaí in aon rang faoi leith chomh híseal agus is féidir.  Déanfaidh an Príomhoide iarracht a chinntiú nach mbeidh éagsúlacht mhór idir an líon daltaí ón rang is mó go dtí an rang is lú.  Is é taithí na scoile ná go mbogann teaghlaigh amach as an cheantar ó am go chéile sula sroicheann na páistí rang a sé. Is ar an chúis sin a ghlactar páistí breise isteach sna Naíonáin Shóisearacha.

Nuair a bhíonn an Bord Bainistíochta ag plé le hiarratais ar chlárú sa scoil i ranganna seachas Naíonáin Shóisearacha is é cinneadh an Bhoird go bhfuil aon rang le tríocha páiste nó níos mó lán. Tógadh na nithe seo a leanas san áireamh agus an cinneadh seo á dhéanamh:

•    Treoirlínte na Roinne maidir le ceapadh foirne agus uasmhéid na bpáistí in aon rang faoi leith
•    Riachtanais oideachais agus cearta na bpáistí atá sa rang
•    Páistí le riachtanais speisialta oideachais/iompair
•    Méid na seomraí ranga
•    Cúrsaí sláinte agus sábháilteachta sa scoil
•    Fealsúnacht na scoile
•    Cur chun cinn na Gaeilge

Páistí faoi mhíchumas nó le riachtanas breise speisialta oideachais

Cuirfear iarratas ar áit sa scoil do pháistí faoi mhíchumas nó páistí a bhfuil riachtanas speisialta oideachais acu ar an fhoirm iarratais chaighdeánach.  In éineacht leis an fhoirm beidh miontuairisc ar mhíchumas/riachtanas oideachais an pháiste maraon le tuairisc leighis, mheasúnaithe nó shíceolaíoch de réir mar a oireann.  Sa chás nach bhfuil a leithéid de thuairisc ar fáil d’fhéadfadh an Bord Bainistíochta a iarraidh go ndéanfaí measúnú ar an bpáiste.  Ionas go mbeidh dóthain ama ann chun riachtanais a mheas agus acmhainní a lorg caithfear iarratas ar áit do pháiste le riachtanas speisialta a dhéanamh roimh 31 Nollaig an bhliain sula mbeadh an páiste le tosú ar scoil.  Tá sé de dhualgas ar thuismitheoirí páiste faoi mhíchumas nó le riachtanas breise speisialta oideachais an scoil a choimeád ar an eolas go leanúnach maidir le staid a bpáiste agus aon athrú sa staid sin.  Déanfar maoiniú ar pháistí le riachtanais speisialta de réir na n-acmhainní a chuirtear ar fáil don Bhord Bainistíochta ón Roinn Oideachais agus Scileanna.  I gcásanna eisceachtúla amháin a dhéanfar aon scrúdú ar iarratas ar áit sa scoil do pháiste le riachtanas speisialta oideachais a bheadh le haistriú ó scoil áitiúil eile.

Gnás Achomhairc

De réir Alt 28 den Acht Oideachais 1988, is féidir le tuismitheoirí nach bhfuil sásta le cinneadh cláraithe achomharc a dhéanamh leis an mBord Bainistíochta. Caithfear an t-achomharc a chur i scríbhinn chuig Cathaoirleach an Bhoird ag lua údar an achomhairc laistigh de dheich lá ón lá go bhfaightear an diúltú. Sa chás go bhfuil tuismitheoirí míshásta le toradh an achomhairc seo féadfaidh siad achomharc a dhéanamh leis an Roinn Oideachais agus Scileanna de réir Alt 29 den Acht Oideachais ar fhoirm oifigiúil a sholáthraíonn an Roinn.  Caithfear an t-achomharc a thaisceadh laistigh de 42 lá ón lá go bhfaightear an diúltú.

 

Gaelscoil Míde

Enrolment Policy

 

This enrolment policy is compiled in accordance with the provisions of The Education Act (1998), The Education Welfare Act (2000) and the Equal Status Act (2000).

School Philosophy

Gaelscoil Míde was founded in 1981 with the primary aim to fully educate the child through the medium of Irish.  The school is under the patronage of the Catholic Archbishop of Dublin and functions in accordance with the rules of the Department of Education and Skills.  A child centred curriculum is in place which recognises the value and uniqueness of each child and where everyone is encouraged to develop to their full potential.  
We strive to provide a peaceful, caring environment in which all aspects of the pupil:  intellectual, physical, cultural, moral, spiritual, social and emotional development are promoted.  Good Christian values are also promoted.  We believe that co-operation, good manners and good behaviour are essential for an effective school and for the progress and educational development of the children.  We encourage the children to participate in every aspect of our Irish culture — language, games, music, dance and traditions.  Parental participation and support is an important aspect of school life.

We use the total immersion method of language acquisition in the school and English is not taught until Senior Infants (after Halloween).

Gaelscoil Míde has eight classes, one of each class from Junior Infants to Sixth Class.  All classes are mixed (boys and girls).  We currently divide Rang 1 into two groups with a class teacher in each group.  There are twelve teachers on the school staff; nine classroom teachers,  two learning support teachers (one is shared with another school) and an administrative principal.
The school depends primarily on the resources and grants supplied by the Department of Education and Skills and it functions as a school within the rules, as laid down by the Department.  The enrolment policy of the school is set out within the context of regulations set down by the Department of Education and Skills.  The school follows the curriculum as laid down by the Department.  Areas of this curriculum may be revised from time to time, according to sections 9 and 30 of the Education Act (1998).

All children, irrespective of linguistic, social, religious background or nationality are welcome in Gaelscoil Míde.  The school  was founded to serve parents in the area who wished their children to be educated through the medium of Irish.  In the allocation of school places preference is given therefore to children who are being brought up through Irish and to children for whom at least one parent is fluent in Irish.    

While recognising the right of parents to enrol their child in the school of their choice, the Board of Management of Gaelscoil Míde is also obliged to respect the rights of the existing school community and in particular, the children already enrolled.  This requires balanced judgements, which are guided by the principles of natural justice and acting in the best interest of all children.  Assisting the school in such circumstances, the Board of Management reserves the right to determine the maximum number of children in each separate class.

Method of enrolment in Junior Infants

Children will be accepted in Junior Infants who are four years of age by the 1st of September.

Application Forms

Application form will be available from the school or from the school website, www.gaelscoilmide.ie.  Parents/guardians will be asked to fill in an application form and return it to the school.  The child’s name will be placed on our list of applicants for the appropriate year.  Parents/guardians will receive a letter informing them that their child’s name has been placed on our list of applicants for the appropriate year and that the school will be in contact with them in December of the year before the year their child is due to start school.  The completion of an application form does not guarantee a place at the school.

In December a letter and a new application form will be sent to everyone on our list of applicants for the following school year.  Parents/guardians will be asked to complete this form and return it to the school before a certain date if they are still seeking a place for their child in Gaelscoil Míde.  This will ensure that the Bord of Management has the most up to date information when allocating places.  Applications received after this date will not be considered. Places will be allocated using the new forms. Parents/guardians will also be asked to supply the school with a Birth Certificate and a Baptismal Certificate (if appropriate).  All documents submitted must be original; copies will not be accepted.
NB:  It is the responsibility of parents/guardians who do not receive the form to contact the school before the 15th December.

The allocation of places

The Board of Management will determine the number of children to be enrolled in Junior Infants on a
yearly basis.  The Board will consider the following while making the decision:  the number of children
enrolled in the school, the Departmental guidelines for appointing staff and the maximum numbers of
children in any particular class and/or other relevant conditions such as the size of the classrooms and the health and safety of the children.  Places will be offered in January/February.

Preference will be given (in the order given below) to:

1.    children who are being brought up through Irish and siblings of pupils or past pupils of the school, and children of a permanent teacher currently in the school [see (i) below]

2.    children for whom at least one parent is fluent in Irish [see (ii) below]

3.    children who are attending a Naíonra Gaelach

4.    Other children, in chronological order of receipt of application forms

Notes on the criteria:
(i)    What the Board of Management understands by children who are being brought up through Irish is children whose home language is Irish and are therefore fluent in Irish. It is the responsibility of parent(s) to show that their child is being brought up through Irish. The Board of Management has the right to interview parents who claim that they are bringing up their children through Irish, along with the child who is seeking a place in the school.

(ii)    In relation to 2, the Board of Management is referring to parents who are proficient in Irish and who can converse fluently and conduct their business through the medium of Irish. The Board has the right to interview parents to establish Irish language fluency.

Where the number of applicants in category 1 exceeds the number of places available, places will be allocated according to the applicants’ dates of birth. Children in this category who are not allocated a place in the relevant year will be considered the following year.
Where the number of applicants in categories 2or 3 exceeds the number of places available, places will be allocated by lottery.   

Places will be offered in January/February of the relevant school year.  The parents/guardians are asked to confirm in writing by a certain date that they wish to accept the place offered to their child.  If no reply has been received by that date the place will be offered to another child.

Waiting List

When all places have been filled the remaining children will be placed on a ranked waiting list.  If a place becomes available, it will be offered to the child who is first on the waiting list.   
Children who move into the area from a Junior Infants class in another Gaelscoil during the school year may be considered for enrolment if a place becomes available.

Information Meeting

An information meeting will take place in May of the year of entry for the parents of those who secure a place in the school.  It is obligatory that at least one parent from each family attends this meeting.

Enrolment in Classes other than Junior Infants

Other pupils may be enrolled in classes other than Junior Infants.  The total enrolment of the school and the number of children in the class will be taken into consideration when the decision is being made. The decision is made according to the following criteria:

•    if the child is moving to the area
•    if there is a space in a particular class
•    if the child is transferring from another Gaelscoil or from a Gaeltacht school
•    if the child is fluent in Irish
•    if the Principal/Board of Management feel the child’s command of Irish is satisfactory

Class Size

Teachers in Gaelscoil Míde are appointed according to the Department of Education and Skills current ‘schedule for enrolment of pupils’.  According to Circular 20/07 the schedule is set out to ensure that the average primary school class will have 27 pupils.

It is Gaelscoil Míde’s policy, according to the terms laid down in Circular 20/07, to ensure that the number of pupils in any particular class is kept as low as possible.  The Principal will try to ensure that there is not a big difference between the class with the greatest number of pupils and that with the smallest number of pupils.  Additional pupils are accepted into Junior Infants in case children/families leave the school before the children reach sixth class.
When dealing with applications to register in classes other than Junior Infants the Board’s decision is that any class with thirty or more pupils is full.  The following criteria were taken into consideration when this decision was being made:

•    The Departmental guidelines for appointing staff and the maximum numbers of children in any particular class.
•    The educational needs and the rights of the children in the class.
•    Children with special educational/behavioural needs
•    The size of the classrooms
•    Health and safety within the school
•    The school’s philosophy
•    The promotion/development of Irish

Children with a Disability or other Special Educational Need

Application for enrolment of children with a disability or other educational need should be made on the standard application form and must be accompanied by a detailed report of the child’s disability/educational needs, supported by medical reports, assessments and/or psychological report.  Where such a report is not available the Board of Management may request that the child be assessed.  To allow for the time required to assess need and seek resources, application for enrolment for a child with special educational needs must be made before December 31st prior to the child starting school.   It is the responsibility of parents of children with special educational needs to keep the school informed as to that particular child’s current condition.  Children with special needs will be funded in accordance with the level of resources provided by the Department of Education and Skills to the Board of Management.  Except in exceptional circumstances, transfers of children with Special Educational needs from local schools will not be considered.

Appeals Procedure

In line with Section 28 of the Education Act 1988, parents who are dissatisfied with an enrolment decision may appeal to the Board of Management. This appeal must be addressed in writing to the Chairperson of the Board, stating the grounds for the appeal and must be lodged within ten days of receiving the refusal. Parents, if unhappy with the result of this appeal, may appeal to the Department of Education and Skills under Section 29 of the Education Act on the official form provided by the Department. An appeal form will be issued by the school to the parents/guardians. This appeal must be lodged within 42 days of receipt of the refusal from the school.
